Lower the number of open issues

We have had a very long discussion with different opinions on how to achieve this point, to be short and to be realistic I can summarize in this simple team goal, lower the number of open issues less than 500, the detail of this discusion is available on the team Glip chat. This will be a point to be further analyzed and discussed in the severals next team meeting.

Recruiting more team members

We have started a recruiting new members campaign, and iI'm really happy to have some new ones aboard, this task will not be end shortly, and we have collected new candidates  to be contacted  for their availability to be members of this team, i've remembered the eligibilty criteria, cause we need active members, not ghost, but this is not a closure "at priori", new members must have a proved track of activities.

We have some members to be fired from the team because of their inactivity, but this is not a priority, we would like first to add people instead of remove, this is still a work in progress, btw.
